Before Julius Waties Waring was appointed a Federal judge he was a Charleston Attorney with the firm of Waring & Brockington; He was educated at University School; College of Charleston, A.B. Fraternity: Alpha Tau Omega. Asst. U.S. Attorney Eastern District of S.C., 1914 to 1921; Corporation Counsel for City of Charleston, S.C. 1932. Was a Mason; K. P. Married Annie S. Gammell, 1913. They lived at 61 Meeting Street.

On January 21, 1942, the U. S. Senate confirmed his nomination of the Eastern Seat at 51 years of age. Divorced his first wife Annie Gammell for the “wicked witch from the North,” Elizabeth Avery (also known as the ”Witch of Meeting Street.”) In those days divorce in Charleston Society was looked down on. Elizabeth was no stranger to divorce. She divorced her second husband to marry Waties. Waties, through the divorce settlement, managed to obtain the residence on Meeting Street which was owned originally by his first wife’s family. It is believed that Annie later died from a broken heart. He also ruled on some major cases on Civil Rights, which were major victories for the N.A.A.C.P. Elizabeth made public statements that “Southern whites were sick, confused, and decadent people.” It was obvious that she was a major force in her husband’s decisions. She also appeared on Meet the Press confirming this position. After these incidents the F.B.I. was assigned to protect Waties and Elizabeth.
